This is a common piece of tactical gear designed priarilly to hold ballistic plates for military or law enforcement personnel. It includes padded pouches specifically designed to hold plates up to 10" x 13", and the plates are easy to insert thanks to ample use of Velcro fasteners. Can also also be used with soft body armor, but it's primary porupose is as a plate carrier.
Of course this carrier does not offer any ballistic protection – you must include your own plates and/or body armor inserts.

This vest fits people up to size XL. It fits most commerically available body armor up to size XL. If you need 2XL, we recommend the Voodoo Tactical FAST vest in size XL/2XL.

This Voodoo Tactical brand vest is made from durable 1000 denier nylon for years of service life, whether you wear it daily in the field or keep in the trunk of your vehicle for emergencies.

The vest can be adjusted to fit comfortably with its fully adjustable and padded waist band and shoulder straps. In addition to comfortably carrying your balistic plate, the vest is loaded with MOLLE webbing, allowing you to attach all manner of pouches to your front, back and sides. You can customize it to your mission, adding ammunition pouches, a gas mask pouch, utility pouches or a holster. There is plenty of room on the back for a hydration carrier.
